Covey developed a comprehensive master plan for the Fixed Base Operator (FBO) facility at Draughon-Miller Central Texas Regional Airport. The plan provides a strategic framework for phased growth, operational efficiency, and improved passenger and crew experience. Through site planning, stakeholder coordination, and long-term visioning, the project supports Temple’s economic development goals and enhances the airport’s role as a regional transportation hub.
The master planning effort was informed by the airport’s evolving operational demands and the region’s growing economic profile. Originally constructed in 1956 and expanded in 2002, the existing FBO facility no longer met the expectations of a modern, high-volume general aviation hub. Since 2019, flight operations have increased by 35 percent, with a significant rise in transient traffic—accounting for 40 percent of fuel sales in 2023 alone. Recognizing this upward trend, the plan positions the airport to better serve visiting corporate clients, prospective investors, and long-term aviation partners.
